By Cui Yadong (member of the Standing Committee of the CPC Guizhou Provincial Committee, secretary of the Commission of Politics and Law, director of Guizhou Provincial Drug Control Commission, and chief of the Public Security Department)

1. Concept of the “Sunshine Project”

“Sunshine Project” refers to a new model for community-based drug rehabilitation and recovery featuring physical detoxification, physical and mental recovery, job placement, and integration into the society, with “job placement” as the core and “sunshine enterprises” as the carrier.

Through job placement, the project builds a platform for drug rehabilitation and recovery personnel to return to the society, and enables drug rehabilitation and recovery personnel to have jobs and things to do and schools to attend, to have stable income and domicile, to obtain assistance when they have difficulties, to be able to receive treatment when they are ill, and to enjoy physical and mental health, and care and love. Guizhou also spares no effort to help them get rid of their physical and mental dependence on drugs, overcome drug addiction, recover, and retrieve their confidence, themselves, and self-esteem, so as to enable them to live and work like normal people, and truly return to and integrate into the society.

We call it "Sunshine Project" because it implies that the special care of the Party, government and the whole society to drug rehabilitation and recovery personnel is as warm as sunshine, hoping they can live in the bright “sunshine” forever.
