On November 29, 2011, according to the requirement of Meng Jianzhu, the National Drug Control Commission held a "national community-based drug rehabilitation and recovery meeting" in Guiyang, Guizhou, to promote the experience in the development of the “Sunshine Project.” Relevant comrades from provinces (municipalities and autonomous regions), Xinjiang Construction Corps, the Drug Control Commissions of some cities, the offices of the Drug Control Commissions, and relevant departments and bureaus of the Ministry of Public Security, the Ministry of Health, the Ministry of Justice, the Ministry of Civil Affairs, the Ministry of Human Resources and Social Security, and the China Narcotics Control Foundation attended the meeting. Before the meeting, Meng Jianzhu made important instructions, and Zhang Xinfeng made a speech at the meeting. Under the vigorous promotion of the Guizhou Provincial Party Committee and the provincial government and the implementation of relevant governments at all levels, as of the end of November 2011, 14 collective placement centers had been built in the “Sunshine Project” in Guizhou, providing jobs for 726 drug rehabilitation and recovery personnel. A work pattern for the “Sunshine Project” development, led by the Party and governments, supported by policies, participated by enterprises, and coordinated by the society, has basically come into being.
