Thirdly, innovating the “four-in-one” new mode for community-based drug rehabilitation and recovery, with “job placement” as the core. Drug rehabilitation is a highly professional, social, and scientific task. The history and reality have proven that drug rehabilitation cannot be done only through compulsory means, as drug addicts are not only patients, but also a special group. Although drug addicts have a strong physiological dependence on drugs, they are relatively easy to get rid of addiction (generally three weeks for physical detoxification). However, physical and mental healing takes a long time (three years or longer). As the psychological dependence is very high, it is impossible for drug addicts to completely get rid of drug addiction by merely depending on themselves or without the assistance of outside strong forces (society, others, and family members). In actual practices, by adhering to the working rules of drug control and the special characteristics of drug addicts, insisting on prevention orientation, addressing both the symptoms and root causes, and comprehensive treatment, abiding by the principle of special care and policies for special groups, and firmly grasping the key link of consolidation and recovery, we have explored and created a new mode for community-based drug rehabilitation and recovery featuring physical detoxification, physical and mental recovery, job placement, and integration into the society, with “job placement” as the core and “sunshine enterprises” as the carrier. Job placement helps set up an “employment platform” for drug rehabilitation and recovery personnel to return to the society, and creates a “drug-free environment” for drug rehabilitation and recovery, to realize the ultimate purpose of drug rehabilitation.
