Thirdly, set up the archives for the drug rehabilitation and recovery personnel released from drug rehabilitation centers, implement assistance measures, and integrate the archives into information-based management. The movements of drug rehabilitation and recovery personnel within the province are clearly shown online, realizing effective remote and dynamic management and control.

(5) Improve systems and mechanism for scientific management. In the daily management mechanism, a special management team is organized by the drug control office, and participated and constituted by relevant functional departments. Drug control cadres are sent to “sunshine enterprises,” and systems such as talks, warnings, urine tests, and home visiting in “sunshine enterprises” should be set up to strengthen the daily management on drug rehabilitation and recovery personnel, and actively help enterprises to solve work problems and difficulties in a timely manner. Strengthen 8-hour inside and outside management to realize seamless interaction, minimize the chances of community-based drug rehabilitation and recovery personnel to access drugs, and promptly detect out and prevent from illegal crimes such as relapse.
