This is a major milestone in the development history of the drug control and the “Sunshine Project” in Guizhou.
On June 18, 2011, the CPC Guizhou Provincial Committee, and the Provincial Government Executive Board listened to the report on the development of the “Sunshine Project” by Guizhou Drug Control Commission. The then Guizhou Provincial Party Committee secretary Li Zhanshu and Guizhou Governor Zhao Kezhi respectively delivered important speeches, and decided to vigorously promote the development of the “Sunshine Project” throughout the province.
On September 20, 2011, the Provincial Government formulated and issued the Opinions on the In-depth Development of the “Sunshine Project” for Community-based Drug Rehabilitation and Recovery (QFBF [2011] No. 108), integrating the development of the “Sunshine Project” into the responsibility of the Party Committee and government, and establishing a policy guarantee mechanism. It is the country’s first document established by the provincial-level government to provide special policies for drug rehabilitation and recovery (the first time in history), and can be said another milestone for the development of the “Sunshine Project” in Guizhou.
On August 22, 2011, Wang Lequan, member of the Standing Committee of the Political Bureau of the CPC Central Committee, and deputy secretary of the Committee of Political and Legal Affairs under the CPC Central Committee, visited Guizhou for investigation. He visited the “Sunshine Home” in Qingzhen, and fully affirmed Guizhou’s innovative thought, and its approach of solving the difficulties in the integration of drug rehabilitation and recovery personnel into the society through job placement. He also asked to further enhance the services for and management on the drug rehabilitation and recovery personnel in communities, and create favorable conditions to help them integrate into the society in a faster and better manner.
