(3) Take multiple measures to promote job placement and help drug rehabilitation and recovery personnel to return to the society. We firmly grasp the key link of consolidation and recovery, take multiple measures, and try to build an employment platform, to form a diversified and complementary job placement system, featuring collective placement of sunshine factories, dispersed placement of other enterprises, self employment, independent job search, and job placement at public welfare posts, as well as to create a job platform to provide material basis for drug rehabilitation and recovery personnel to live a new life through multiple channels, help them to build confidence and retrieve self esteem, and realize the service management on drug rehabilitation and recovery personnel. Firstly, collective job placement. Establish the job placement bases of “Sunshine Project” by introducing various kinds of production and service enterprises, so as to provide collective job placement for community-based drug rehabilitation and recovery personnel; secondly, dispersed job placement. In places where there is a small number of community-based drug rehabilitation and recovery personnel and collective job placement conditions are lacked, local governments organize relevant departments to provide technical training for drug rehabilitation and recovery personnel, and recommend them to work in enterprises and public institutions, and individual and private enterprises; thirdly, self employment. The government provides market information and small guaranteed loans, and encourages and supports drug rehabilitation and recovery personnel to build small enterprises, workshops, shops, bases, and restaurant, to realize self employment; fourthly, independent job search. The government encourages and helps drug rehabilitation and recovery personnel to find out the ways of making a living and jobs by themselves; fifthly, job placement at public welfare posts. The governments at all levels set up public welfare posts including street cleaners, traffic management assistants, and community service personnel, to absorb the community-based drug rehabilitation and recovery personnel meeting relevant conditions.
