Establish a platform for the “Sunshine Project” with the support from the government and the cooperation of various parties
According to the arrangements of the People's Government of Guizhou Province, the People's Governments at all levels in Zunyi City regard the “Sunshine Project” as a project for the people’s livelihood, a project in conformity with the public mind, and a harmonious project, and devoted a great deal of effort to promote the construction of the project on the bases of in-depth investigations and the input of large amount of human and financial resources.

Zunyi Municipal People's Government has formulated and issued the Opinions of Zunyi Municipal People's Government concerning Strongly Promoting the Construction of the “Sunshine Project” (ZFF[2012]30), proposed specific requirements in regard of the work objectives, work measures, guarantee system, work mechanism, etc., clearly specified the details about strengthening policy support, strengthening social guarantee, increasing funding support, and carrying out skill training, incorporated the completion status of the “Sunshine Project” into the responsibility appraisal system for the examination and evaluation of the Municipal People's Government. The General Office of the Municipal Party Committee and the General Office of the Municipal People’s Government established a leadership team for the construction of the “Sunshine Project” with the Mayor as the team head and made detailed provisions about the duties of all departments. Various subordinate counties, districts (cities) of Zunyi City all formulated measures and preferential policies to vigorously promote the construction of the “Sunshine Project”. According to incomplete statistics, over the period of more than one year, the city has invested a total of more than 50 million yuan of supportive funds for the construction of the Project and established a sound working platform.
The construction of the “Sunshine Project” has gained the support of various circles of the society. A number of enthusiastic individuals and entrepreneurs with a sense of social responsibility and a caring heart actively participated in the “Sunshine Project”, input capitals and applied for the establishment of “Sunshine Enterprises”, Excellent “Sunshine Entrepreneurs” emerged in large numbers such as Jiang Xianhua, Wang Debin, Ye Kai, Feng Peilin, and so on, whose participation enabled the smooth advance of the construction of the “Sunshine Project”.
