In the “Sunshine Project,” for the drug rehabilitation personnel whose compulsory quarantine is removed or who have realized physical detoxification after they had been ordered to receive community-based recovery, Guizhou requires to set up community-based assistance groups consisting of community-based drug control staff in the urban neighborhood offices and township people’s governments, community policemen, and guardians to provide necessary psychological treatment and guidance for them, and help them get rid of the psychological dependence on drugs. The human resource and social security departments of the people’s governments above the county level should include the employment skill training for community-based drug rehabilitation and recovery personnel in the “Sunshine Project” into the labor skill training plan. The training expenses should be collectively arranged by the financial authorities at the same levels, to help actively carry out skill training on community-based drug rehabilitation and recovery personnel. The drug rehabilitation personnel at rehabilitation centers should be provided with specific skill training, to provide skill guarantee for job placement. Based on the local drug control situations, Guizhou has organized a certain number of special drug control staff (they are selected through employment and other ways, and join the construction and management team for the “Sunshine Project” with qualification certificates after receiving relevant trainings), strengthened the education and management on the community-based drug rehabilitation and recovery personnel that get employed in “sunshine enterprises” to provide important organization guarantee for improving the recovery, return, and job placement of drug rehabilitation personnel, and formed an effective work mechanism.
