Deliberation on Formulating Regulations on the Recovery, Return, and Job Placement of Drug Rehabilitation Personnel Based on the Experience in Guizhou’s "Sunshine Project" for Community-based Drug Rehabilitation and Recovery (3)

2. Formulating the Regulations on the Recovery, Return, and Job Placement of Drug Rehabilitation Personnel is an important measure for the community-based drug rehabilitation and recovery work to embark on a standard and legal road. The recovery, return, and job placement of drug rehabilitation personnel are a complex system project, involving many fields, including not only the local people’s governments at all levels, but also public security, judicial administration, health administration, civil administration, human resources and social security, education and other government departments. Viewed from the experience in the “Sunshine Project” in Guizhou in particular, the recovery, return, and job placement of drug personnel also involve financial, industrial and commercial, and tax authorities, groups and organizations including the Communist Youth League, labor unions, the Women's Federation, and neighborhood (village) committees, as well as news media. The Guizhou Provincial Party Committee and government have attached great importance to the implementation of the “Sunshine Project.” The Standing Committee of the CPC Guizhou Provincial Committee, and the Executive Meeting of the provincial government specially listened to the report on the promotion of the “Sunshine Project,” and Zhao Kezhi, secretary of the Guizhou Provincial Committee of the CPC and governor, visited the “sunshine enterprises” for investigation, and made special instructions and orders many times, asking the Party committees and governments at all levels to strengthen leadership, increase investments, and conduct vigorous promotion. The provincial government specially issued the Opinions on the Development of the “Sunshine Project” for Community-based Drug Rehabilitation and Recovery by the provincial people’s government (QFBF [2011] No. 108). Guizhou Drug Control Commission issued specific implementation measures, further determined objectives and tasks, and the specific responsibilities of all departments, set up a promotion and leadership group for the “Sunshine Project” for community-based drug rehabilitation and recovery across the province, and created a situation of upper and lower linkage and strong promotion through unified organization, coordination and promotion. The “Sunshine Project” in Guizhou has accumulated important practice experience for the community-based drug rehabilitation and recovery work nationwide. To further promote the experience in the “Sunshine Project” in Guizhou nationwide, turn practice experience into legal systems in a timely manner, and enable the community-based drug rehabilitation and recovery work to embark on a standard and legal road, it is necessary to specially formulate the Regulations on the Recovery, Return, and Job Placement of Drug Rehabilitation Personnel by the State Council.
