Main issues to be solved by the Regulations on the Recovery, Return, and Job Placement of Drug Rehabilitation Personnel

Based on the experience in the promotion of the “Sunshine Project” in Guizhou, the Regulations on the Recovery, Return, and Job Placement of Drug Rehabilitation Personnel formulated by the State Council mainly need to solve the following issues:

1. Issues related to job placement enterprises and bases for community-based drug rehabilitation and recovery, or construction of job placement sites. The main way of the promotion of the “Sunshine Project” in Guizhou is to regard solving job placement issues as breakthrough point, depend on communities and enterprises, focus on the construction of “sunshine job placement bases,” and widely promote, motivate, encourage, and advocate the entrepreneurs who have a sense of social responsibility and loving care to participate in the promotion of the “Sunshine Project” in the principles of government initiative and enterprises leadership. Through setting up rewarding and motivation mechanism, Guizhou Drug Control Commission named successively a batch of “Sunshine Project” demonstration points for collective placement, dispersed placement, and community-based drug rehabilitation and recovery, awarded excellent entrepreneurs in the promotion of the “Sunshine Project,” and created a sound situation of typical demonstration and overall promotion. Since August 2011, Guizhou has built 94 “sunshine enterprises” and “sunshine homes,” and provided collective job placement for 4,135 people. Within this year, the whole province will build 100 “sunshine enterprises” and provide placement for 12,000 people. The practices in the promotion of the “Sunshine Project” in Guizhou show that integrating the basic construction of various kinds of job placement bases and enterprises for community-based drug rehabilitation and recovery personnel into the planning for local infrastructure construction through legislation, and granting early-phase subsidies and funds and preferential tax polices for the job placement bases with a certain size are important experience for effectively solving the issue related to job placement for drug rehabilitation personnel.
