3. Formulating the Regulations on the Recovery, Return, and Job Placement of Drug Rehabilitation Personnel is an important inspiration from the practice experience in focusing on the system development of the “Sunshine Project” in Guizhou. The promotion of the “Sunshine Project” in Guizhou always takes the Anti-drug Law and the Regulations on Drug Rehabilitation as reference, and the project is promoted by always strictly following legal systems, focusing on system development and giving full play of the important role of the “Sunshine Project” in legal development. To promote the “Sunshine Project,” at the 21th session of the 11th Standing Committee of People’s Congress of Guizhou, the Regulations on Drug Control in Guizhou was passed, which identified, in accordance with the Anti-drug Law and relevant laws and regulations, and the actual situation in Guizhou, that the county-level people’s congress should dispatch special community-based drug control staff based on the actual needs of community-based drug rehabilitation (recovery). More drug control funds in the financial budget should be provided for communities, and a certain amount of special funds should be arranged to ensure the implementation of community-based drug rehabilitation (recovery) work. The urban neighborhood offices and township people’s governments should establish mechanisms of drug rehabilitation and treatment, psychological interference, aid and relief, and supervision and management, and set up community-based drug rehabilitation (recovery) work groups based on the distribution of community-based drug rehabilitation (recovery) staff within their own jurisdiction. The community-based drug rehabilitation (recovery) work groups should formulate specific community-based drug rehabilitation (recovery) programs, and sign community-based drug rehabilitation (recovery) agreements with drug rehabilitation (recovery) personnel based on their actual situations. It can be said that focusing on giving play of the important role of legislation is important practice and work experience in promoting the “Sunshine Project” in Guizhou, and also provides an important inspiration for the State Council to further promote community-based drug rehabilitation and recovery through legislation.
