“Sunshine Project":Double Implications of Innovating Social Management on Drug Control and Ensuring the Human Rights of Drug Addicts (4)

The "Sunshine Project" is a model of the continuous progress of China’s human rights cause.

There are many vulnerable groups in the society, and drug addicts are a part of them. Moreover, drug addicts usually have dual identity as one third of them are lawbreaker such as theft and robbery. The Party committees and governments at all levels in Guizhou promote the "Sunshine Project" for drug addicts, and help them to get employed in "Sunshine enterprises” after they leave prisons, detention centers, and rehabilitation centers, to provide a place for them to make a living. Many countries in the world advertise human rights. It is a magnificent feat for Guizhou, which lags behind in economic and social development in China, to fully respect and ensure the human rights of drug addicts, and invest plenty of time, manpower, and material resources to help drug addicts to work in "Sunshine enterprises." From the perspective of human rights, the "Sunshine Project" in Guizhou is not an individual thing, but has attracted the attention and efforts of the Party committees, governments, politics and law authorities, public security departments, communities, and enterprises. No country or locality in the world has ever treated drug addicts like Guizhou, so the project is undoubtedly a model for the continuous progress of China’s human rights cause.

Under the ruling by the Communist Party of China and law enforcement by politics and law agencies, all-round development of human beings are the core of scientific development and people orientation. This is the practical need for implementing the rule that the nation respects and ensures human rights as specified in China’s Constitution. The "Sunshine Project" in Guizhou creates sound conditions for drug rehabilitation and recovery personnel to get rid of drug addiction and return to the society, fully respects and ensures the human rights of drug addicts, and fully reflects the fundamental purpose of our Party committees and governments to put people first and govern for the public. The Party committees and governments at all levels in Guizhou take many measures simultaneously and conduct human-based and open management on drug rehabilitation personnel. The government and enterprises make concreted efforts to save drug addicts in all aspects. In terms of job placement, they select posts according to the specific conditions of people to be placed, create conditions for placement, assistance, and eduction, and try to realize that everybody fully displays his talents and everybody is made full use of. For drug rehabilitation personnel with skills, “sunshine enterprises” should try to provide reasonable placement. Efforts should be made to fully respect and ensure the human rights of drug addicts with practical actions, so as to ensure the social and development rights of drug addicts.
