"Sunshine Project": Double Implications of Innovating Social Management on Drug Control and Ensuring the Human Rights of Drug Addicts (2)

Over recent years, Guizhou has regarded strengthening and innovating social management on drug control as the "flagship project" of its social management innovation, and has created a new mode of development and employment-based drug rehabilitation, that is, the new mode of "Sunshine Project” for community-based drug rehabilitation and recovery, featuring physical detoxification, physical and mental recovery, job placement, and integration into the society, integrating social, political, legal, and economic effects, with job placement as the core and "sunshine enterprises" as the carrier. The mode is guided by the Scientific Outlook on Development, and adheres the overall thought of "being led by the Party committee, taken charge by the government, coordinated by relevant departments, participated by enterprises, and supported by the society." By taking multiple measures simultaneously, the new mode is established by using various kinds of social drug rehabilitation resources, in the principle of "people orientation, scientific drug rehabilitation, comprehensive treatment, and care and rescue," and under the leadership of the Party committees and governments at all levels in Guizhou. Zhao Kezhi, secretary of the Guizhou Provincial Committee of the CPC, and governor, has pointed out that employment is the most fundamental livelihood of the people. Fundamentals are the basis of everything. Solving employment issue is the way of survival for all people in a country, the blueprint of a family, harmony for the society, and also a ray of sunshine for patients unfortunately exposed to drugs, so as to light up their survival path, and health and survival path, and save them from the formidable abyss. Therefore, the "Sunshine Project" is a project with benevolent rule, and a project caring about people’s livelihood.

The "Sunshine Project" puts people first and solves the survival problem of drug rehabilitation personnel in terms of physiology, psychology, and employment, with job placement as the core and sunshine enterprises as the carrier, achieving win-win effects for drug rehabilitation personnel, sunshine enterprises, Party Committees and governments, and the society. It is a banner for China’s strengthening and innovating of social management on drug control, providing successful experience for our country’s social management on drug control, and enhancing confidence. Doing a good job in providing placement, physical detoxification, physical and mental health, and comprehensive treatment for all registered drug addicts nationwide can remove a major hidden hazard to the harmony and stability of the whole society in China. For social management innovation, not only "innovation" should be emphasized, efforts should also be made to solve root, basic, and fundamental problems, difficulties, and bottlenecks. The “Sunshine Project” combines the prevention measures against harms to the society and social rescue measures, ensures the social and development rights of drug addicts, achieves "inclusive development," and reduces the society’s exclusion against drug addicts, so as to realize the equal and common development of drug addicts and non-users, and effectively solves the problems of high relapse rate, low rehabilitation consolidation rate, and management and control difficulty among drug rehabilitation and recovery personnel. It also helps solve the prominent issues of emphasizing crackdown and punishment and neglecting education and rescue, emphasizing compulsory rehabilitation and neglecting rehabilitation consolidation, and emphasizing workplace management and neglecting return to the society and placement that exist in the previous drug control work. Just as Cui Yadong, member of the Standing Committee of the CPC Guizhou Provincial Committee, secretary of the Commission of Politics and Law, and chief of the Public Security Department, has summarized, through the promotion of the "Sunshine Project," the following experience in innovating the social management on drug control is concluded: firstly, people orientation and scientific rehabilitation is the fundamental purpose of drug control; secondly, promoting the integration into the society through job placement is the effective way of solving problems in drug rehabilitation and recovery; thirdly, special care for the special group is the basic concept that must always be followed in drug rehabilitation and recovery work; thirdly, comprehensive treatment of both symptoms and root causes is the fundamental policy that must be followed in drug rehabilitation and recovery work; fifthly, promoting the innovation for social management on drug control under the guidance of harmonious concept is the basic pursuit of the "Sunshine Project;" sixthly, the leadership of the Party committees and governments and policy support are the biggest political advantage in drug rehabilitation and recovery work; seventhly, social coordination and public participation are the power source of drug rehabilitation, and the development trend of drug rehabilitation towards scientific treatment.
