Guizhou Makes Significant Achievements in Community-based Drug Treatment & Rehabilitation Pattern: The way to facilitate “Sunshine Project” under challenges

Guizhou provincial Party committee and provincial government found a new way of community-based treatment and rehabilitation. It is a “four-in-one” mode integrating “physical detoxification, psychosomatic recovery, job placement and social inclusion” while taking “job placement” as core and “Sunshine Enterprises” as carrier, to response to the difficulties of the rehabilitated in consolidation of drug withdrawal, job placement and social inclusion from a strategic level of strengthening and innovating social administration. This conduct offers a platform for this special group to find who they are, reestablish their confidence, return to and get included in the society.

Experts believe that Guizhou has addressed the social hazards of the drug users for the first time at a formal institutionalized level by creatively developing special social polities according to the most basic needs of this group of people; and has effectively solved the troubles like “once taking, life-long treating” which enables the rehabilitated to rebuild their characters and return to the society in an open community. This approach constitutes a great trial in creative social administration on narcotics control and a blueprint for the ever progressing human rights cause in China. A fundamental drug rehabilitation solution will be ready awaiting us for China and the whole world where our country could provide necessary policy supports and legitimate guarantees to advance Guizhou’s experience into a state strategy and apply it all over the country.
