Let the Sunshine of Love Shine on Every Special Group

The "Social Management Innovation•Guizhou Sunshine Project" series books systematically summarize the experience and practices that our province has obtained from the promotion of the "Sunshine Project," and play an significant role in promoting the further implementation of drug control. Hereby, I would like to express my congratulations on the publication of the series books.
Guizhou lies near the "Golden Triangle," one of the world's three largest drug sources. Such a special location makes our province become not only the main passage of drug inflows, but also a victim of both drug transit, distribution and consumption. In the face of extremely grave drug control situation, Guizhou has a very arduous drug control task. Guizhou Provincial Party Committee and government have always attached great importance to drug control work. Under the correct leadership of the National Drug Control Commission and the Ministry of Public Security, the entire province has carried out the war against drugs in a deep-going way, and established a work mechanism uniformly led by the government and widely participated by the society, with relevant parties responsible for their own performance, achieving obvious effects in drug control work. During specific work, we have created and accumulated some effective experience and practices based on actual situations. In particular, to solve the three big problems, namely, difficulties in improving the consolidation rate of rehabilitation, in conducting management and control on drug addicts and in helping drug rehabilitation and recovery personnel integrate into the society, we have established a new "Sunshine Project" mode for community-based drug rehabilitation and recovery, focusing on physical detoxification, physical and mental recovery, job placement, and integration into the society, to provide job placement for drug recovery personnel to the maximum, pass on the sunshine care of the Party and the government to all drug recovery personnel, and help them truly return and integrate into the society and become useful people. The achievements we have made in the promotion of the "Sunshine Project" have been fully affirmed by the leading comrades of the Central Party Committee and have drawn wide attention from and praised by all sectors of the society.
