"The largest national museum in the world", “the last home for human being’s tired soul”, "the oldest song preserved by human being”… these are the descriptions of Miaoling Mountain – Miao and Dong Autonomous Prefecture of Qiandongnan, where more than four million people of a total of 33 ethnic groups including Miao, Dong, and Han. But the beautiful Miaoling Mountain, located on the main north-south channel for the provinces of Yunnan, Guizhou, and Sichuan, is also hit by the danger of drugs.
In recent years, Guizhou explored the establishment of a new “four-in-one” mode for community-based rehabilitation works – the “Sunshine Project”, with focus on “job placement”, and guided the anti-drug works in Qiandongnan Prefecture on a “Sunshine” road. Through government support and social care, a platform for sustenance was built for the drug rehabilitation persons to support and reshape themselves, regain self-recognition, and return to family and society.
Government Concern Chapter: The government attaches great importance to the “Sunshine Project” and regards it as an instrument for innovation in social administration, as a "people’s livelihood project” and a "social harmony project”
In “Sunshine Electronics Factory” in the center of Sansui County, Qiandongnan Prefecture, the workers are busily but orderly carrying out their respectively duties at the two production lines. After every short while, a finished product such as a mainboard of mobile phone charger or a game handle is produced. 
This “Sunshine Electronics Factory”, together with the “Sunshine Car Washing Shop” and the “Sunshine Information Department” are the three subordinate entities of Sansui County Labor Service Center jointly established by the County Party Committee and County Government in cooperation with Dongguan Nancy Electronic Co., Ltd. with an investment of 225,000 yuan for the job placement of 30 community-based drug rehabilitation persons. At the same time, the county’s commerce and taxation departments implemented preferential policies on taxes and fees for the “Sunshine Project” enterprises; the Bureau of Civil Affairs and the Bureau of Human Resources and Social Security provided employment trainings; the Justice Bureau and the Public Security Bureau deployed full-time cadres to “Sunshine Project” enterprises for aid, education, service, and management of the special group.
