Social Sunshine, the Root for Prohibition of Drug

Drugs usually refer to medicines that cause people to become addictive and can be of many varieties. Article 2 of the Anti-Drug Law of the People's Republic of China stipulates that drugs refer to opium, heroin, methamphetamine (“ice”), morphine, marijuana, cocaine, and other narcotic and psychotropic medicines which can make people addicted to under the control of state regulations.

Drugs are known as one of the world's three major public nuisances and the growing drug problem has become a global disaster. Especially in recent years, the drug problem continuously proliferates worldwide. Drug manufacturing, smuggling, and abuse are active; its trafficking and consumption have been involved in more than 170 countries and regions. Theft, robbery, fraud, prostitution, and all kinds of vicious violent crime due to drug trafficking and drug-taking seriously endanger public order and impede the normal development of the economy. At the same time, drugs are also seriously harmful to the physical and mental health of drug users.

According to the World Drug Report 2012 released by the United Nations Office on Drugs and Crime (UNODC), drugs cause about 200,000 casualties per year and a cost of up to 250 billion U.S. Dollars for treatment of drug abusers around the globe, which accounts for 0.4% of global GDP, yet only less than one fifth of drug users at present can get appropriate treatment.

According to the China's Anti-Drug Report 2012 released by China National Narcotics Control Commission, the country seized 413,000 people with drug-taking behavior and identified another 235,000 drug addicts in 2011. A total of 101,700 drug-related criminal cases were cracked in the full year, arresting 112,400 suspects and seizing 7.08 tons of heroin and 14.32 tons of ice and tablets, a year on year growth of 14%, 10.5%, 32.1%, and 44.9% respectively.

Different from drug manufacturers and dealers, drug addicts are offenders as well as victims, and more importantly, also special patients. Under physical and mental dual diseases, they often stand in the dangerous edge between life and death, man and ghost, good and evil, where a slightest weight tilt towards any side at the critical moment can change the life trajectory of a drug addict.

Survival is an instinct. As a special group, drug users need more spiritual sunshine, more sunshine of care on the difficult road of pursuing the return of life!
