Tongren City: Valiantly Walk into the Future with "Sunshine Project" (4)

Remarkable results and wide-ranging impact
As of August 31, 2012, the city’s construction of the “Sunshine Project” began to take shape and show initial results. First, in regard of concentrated placement, the city has completed the construction of six concentrated placement enterprises under the “Sunshine Project” and placed 155 persons for employment; another four concentrated placement enterprises are under construction, with a placement scale of 600 persons and expected to be put into use by the end of September; still another four concentrated placement enterprises are in the preparation stage, expected to be put into use by the end of December. By the end of 2012, Tongren city will have built 15 concentrated placement enterprises under the “Sunshine Project” with total placement scale of up to 1,500 persons and thus achieving the construction objective of “full coverage”. Second, in regard of other placement approaches, the city provided placement for 182 persons in scattered mode, 27 persons through development of public welfare jobs, 234 persons through independent job-hunting, and 120 persons through self-employment, as well as helped 204 persons apply for minimum living allowance, provided 97 persons with civil affairs remedies, and provided 295 persons with skill trainings. Third, in regard of income guarantee, the city has input a total of 3.6 million yuan of construction funds for the construction of the “Sunshine Project”, provided 33,289 square meters of land for factory buildings, applied for the establishment of two outpatient clinics of methadone maintenance treatment, deployed 55 full-time staff members for the construction of the “Sunshine Project”, and effectively guaranteed the smooth advance of the project.

In May and July this year, Cui Yadong, member of the Standing Committee, secretary of the Politics and Law Committee, and head of the Public Security Department of Guizhou Province went to Tongren County twice for research and investigation on the construction of the “Sunshine Project” and visited Liangjie Washing Co., Ltd., a “Sunshine Project” enterprise in Tongren. During his discussion and exchanges with the local cadres and masses, the community-based drug rehabilitation persons, the persons in charge of the enterprises, and the representatives from the construction companies, Cui Yadong felt very glad and gave them abundant affirmation when he learned that the construction company was helping the enterprise construct factory buildings free of charge, that the nearby masses and Guizhou Expressway Branch of China Railway No.5 Engineering Group Co., Ltd. (the constructor of Tongren Section of Hangzhou-Ruili Highway) were also assisting the construction of the project free of charge, and that the land requisition, site preparation, and plant framework construction were completed in less than half a month. Cui said: “The ‘Sunshine Project’ is a social undertaking, a public welfare undertaking, a project for the people’s livelihood, and a project for benevolent governance, which will benefit the generations to come. You have made great contribution for the society with practical actions and set a good example for cadres in the party committee and the government.”
