Clarify the objectives and overcome difficulties
According to the requirements of the provincial party committee and government on deployment, and in combination with the actual drug situations and economic and social development, the city gave overall and balanced considerations to the project to clarify the objectives and promote the balanced development of the construction of the project throughout the city. After in-depth research and sufficient discussion in the preliminary stage, the Municipal Narcotics Control Commission developed clear construction tasks and time limits for various counties and districts. First, counties / districts with more than 1,000 drug addicts (Bijiang, Yanhe, Si’nan, and Songtao) shall have established one concentrated placement enterprise with a placement scale of above 200 persons (or two such enterprises with a scale of above 100 persons) and put into use by the end of June; Second, counties /districts with nearly 1,000 addicts (Jiangkou, Dejiang, and Yinjiang) shall have established one concentrated placement enterprise with a placement scale of above 100 persons and put into use by the end of September; Third, other counties / districts (Yuping, Wanshan, Shiqian, and Dalong) shall have established one concentrated placement enterprise with a placement scale of above 50 persons and put into use by the end of December. After clarifying the construction objectives, various counties and districts did not hesitate or wait for outside help, but positively acted to overcome difficulties and carried out the construction of “Sunshine Project” in full swing in cooperation with enterprises adaptive to the development of the market and suitable for the drug addicts to work in. Bijiang District provide preferential policies and extension of methadone maintenance treatment for a washing company founded by the entrepreneur Xu Xinlong who used to be a drug addict and supported the company in building new factory buildings, so that the formalities for site selection, land requisition approval, and commencement of construction were completed in five days.
The well-known “Shangshu Bookstore” in Sinan County was founded by Ao Guoqing, who used to be penniless and frustrated due to drug abuse and committed swindle, cheat, robbery, and various crimes, separated from his wife and children in the end. During the construction process of the “Sunshine Project”, Ao Guoqing not only got rid of drug addiction, but also made unremitted efforts to open up the above bookstore. In addition, he accepted persons released from the drug rehabilitation center to work in the bookstore and encouraged them to overcome drug addiction like he did and to re-fuel the hope of life. Many excellent entrepreneurs and pioneers that emerged during the construction of the “Sunshine Project” were cordially received and commended by leaders of the provincial government.
