But legally, the government does not bear the final liability for the debts due to the operation of enterprises.

Selecting profit-making commercial enterprises to conduct policy-based cooperation with the government is the characteristic and vitality of the new drug rehabilitation policy in Guizhou, and is also the main reason why the project is worth attention.

Policy-based contract mechanism

The sunshine enterprises in Guizhou provide jobs for drug rehabilitation personnel, and are established based on the contract reached by the government, enterprises, and drug rehabilitation personnel. Drug rehabilitation personnel voluntarily accept the employment of "sunshine enterprises," the "sunshine enterprises" voluntarily provide jobs for drug rehabilitation personnel in accordance with policies, and the government provides preferential policies and administrative convenience for enterprises and drug rehabilitation employees according to the contract. The contract mechanism combines the drug rehabilitation welfare undertaking with market-based operations of enterprises. Such a policy-based contract mechanism is the basis for the survival of the new drug rehabilitation mode in Guizhou, and improving the institutional and legal standards of such contracts is the guarantee for the continuous existence and development of this mode.
