Commercial enterprise-based mode

The sunshine enterprises’ absorption of drug rehabilitation personnel is neither voluntary and charitable behavior nor their demand for human resources. As drug rehabilitation and recovery personnel are usually feeble and sick, or have less education and low labor skills, enterprises provide jobs for this group partly due to social responsibilities, and more importantly because of the policy support and administrative convenience provided by the government to them. Therefore, a commercial enterprise-based mode on the basis of public welfare contract is preferred. Most of the sunshine enterprises are still ordinary commercial enterprises registered in industrial and commercial authorities, and remain the legal attributes of profit agencies seeking for maximum profits.

Generally, the enterprises that support certain vulnerable groups and solve social public problems can be divided into two groups: welfare enterprises organized and supported by the government; the so-called "social enterprises" initiated by the society, as well as charity enterprises and other nonprofit companies. The former group depend on the government for survival, and the economical risks in market competition are finally borne by the government to a large extent; while the latter group fully depend on the government for operation and survival, and represent a way of solving social public problems through social self-governance.

Except one welfare enterprise, most of the rest "sunshine enterprises" in Guizhou that the author have investigated are ordinary commercial enterprises, which are totally different from typical social enterprises and other nonprofit companies. In this sense, the "sunshine enterprises" in Guizhou represent an ordinary society closely related to the reality, and drug rehabilitation personnel can have a relatively real platform for them to return to the society after working there. Such a policy and measure can help drug rehabilitation personnel to finally retrieve the social survival ability as ordinary members of the society, and can also help them shorten or successfully complete the process of physical detoxification and physical and mental recovery after receiving compulsory rehabilitation from the government.
