Public Response to “Sunshine Project” (3)

We should study the “Sunshine Project” and sum up the good experiences from locals, so as to take the community-based rehabilitation work to a higher new level.

Deng Guosheng (Professor of School of Public Policy and Management, Tsinghua University):
The “Sunshine Project” requires supports from government. Then, how to assist the project to achieve the supportive goal without undermining the own law of the market, and meanwhile, how to equip the “Sunshine Project” with competitive and financial capacity are questions the government should take into account in the future. How the public security officers control it well is also a question should be answered by the jurists. In addition, how to make the organization and governance models of the “Sunshine Project” attain sustainable development? To a large extent, it needs the leadership to attach great importance. No matter it is the best way or not, we need government promotion in the start-up phase. But, how to make this issue sustained in the future is still a question needs to be considered.

Wang Lirong (Professor of Law School of Southwest University of Political Science and Law):
The “Sunshine Project” has provided us a lot of information. Firstly, in the situation of a particular social structure, the community has little interest to involve in the activities; therefore, the government will play an active rule in organizing such activities and guiding perceptions of the public. As the case stands, the government should take its corresponding responsibilities to be informative and instructive. Secondly, it is far from enough merely depending on policy slogans and severe punishment on drug crimes according to the Anti-drug Law and Regulation on Drug Rehabilitation; instead, we should establish practical activity standards and form a reliable and rational way. We used to put them all in prison or treatment centers; however, it doesn’t solve the problem. This not only costs a large number of consumable resources, but also results in a system of parasitism, as the drug addicts may escape from social pressure in such premises; therefore, it isn’t a long lasting solution. Having spent so much of the resources, we should rethink profoundly at such result. I think, the “Sunshine Project” do have something to do with innovative social management. Thirdly, in my opinion, the provincial and municipal government has great advantages to mobilize human and material resources and to incorporate these activities into local development planning, as well as relatively larger potential to adjust appropriate policies. As long as the local government is willing to change their traditional point of view to drugs or violent crimes from passive fighting to active prevention, they will achieve obvious effects. In addition to community involvement, we should introduce this to the management of all special groups, for which the local, especially the municipal and provincial government can play an active role.
