Qianxinan Prefecture: Promote Social Harmony with the "Sunshine Project", a New Initiative of Anti-Drug Work (2)

Qianxinan Prefecture earnestly implemented the Opinions of Guizhou Provincial People's Government on Deepening the Construction of the “Sunshine Project” for Community-Based Drug Rehabilitation Work and has established a total of three concentrated placement enterprises (Guizhou Tongyi Plastic Industry Company in Xingyi City; Guangming Firecrackers Factory in Xingyi City; and Yinggui Garment Factory in Xingren County) and two scattered placement locations (Chaohui Garment Factory in Pu’an County; and Hongfa Car Washing in Qinglong County). A total of 421 drug detox and rehab patients have been placed, including 170 people subject to concentrated placement (106 people in Xinyi City and 64 people in Xingren County) and 34 people subject to scattered placement, 189 people subject to independent job-hunting, 10 people subject to public welfare jobs, and 18 people subject to self-employment. In addition, another 200 rehab patients are receiving skill training in the Training Base and await placement.

Strengthen leadership and implementation to form a new situation of joint management

The “Sunshine Project” for community-based drug detoxification and rehabilitation works is an important initiative to strengthen social administration under the new situation and to do well the aid, management, and placement of the drug addicts and released prisoners. It is a project for the people’s livelihood, a project in conformity with the people’s mind, and a project of great significance for the maintenance of social stability and the construction of a harmonious society. To this end, the Prefecture Party Committee and the Prefecture Government attached great attention and held an enlarged meeting of Qianxinan Prefecture Narcotics Control Commission on December 23, 2011. The meeting was presided over by Long Changchun, deputy secretary of the Prefecture Party Committee and governor of the prefecture, and carried out researches and deployment in accordance with the spirit of the important speech of Meng Jianzhu, member of the State Council, Director of National Narcotics Control Commission, and Minister of Public Security, as well as the important instructions of Provincial Party Secretary Li Zhanshu and Provincial Governor Zhao Zhi concerning Meng’s speech, and the relevant instructions from Cui Yadong, member of the Standing Committee of the Provincial Party Committee, secretary of the Politics and Law Committee, director of the Provincial Narcotics Control Commission, and director of the Public Security Department. The meeting resulted in the issuance of the file of Opinions of Qingxinan Prefecture Government on the Implementation of Deepening the Construction of the “Sunshine Project” for Community-Based Drug Rehabilitation and Accelerating the Socialization of Anti-Drug Works Statewide.

Since January 2012, Long Changchun, deputy secretary of the Prefecture Party Committee and Governor of the prefecture gave directions and work requirements on the construction of the “Sunshine Project” in Qianxinan Prefecture; Li Hongya, member of the Standing Committee of Prefecture Party Committee, secretary of the Prefecture Politics and Law Committee, and director of the Prefecture Public Security Bureau listened to reports on the construction of the project for multiple times, personally made deployments on the relevant works, and visited the placement base to instruct on the construction of infrastructure for more than once; Liu Jun, director of the Prefecture Narcotics Control Commission and deputy director of Prefecture Public Security Bureau, and Wang Jianping, deputy director of Prefecture Narcotics Control Commission and leader of the Anti-Drug Detachment of Prefecture Public Security Bureau went deep into the construction first-line of the “Sunshine Project” in long-term, conducted supervision and inspection on the construction of the “Sunshine Project”, exchanged ideas with the local party committee, government, and narcotics control department, and proposed practical advices and suggestions especially concerning the management of the personnel subject to concentrated placement.
