For this reason, while vigorously promoting the development of the “Sunshine Project” for community-based drug rehabilitation and recovery, the drug control authorities in Guizhou should create the “drug-free communities” to help drug rehabilitation and recovery personnel return to the society as soon as possible. In promoting the “Sunshine Project,” people are the decisive factor. Drug control teams are the key factor to realize the sustainable development of the “Sunshine Project.” The local governments should enhance the cultivation of drug control teams based on human resource guarantee, make clear their duties and obligations, solve the problems related to their remuneration, and enhance their work responsibility and work enthusiasm.

Conclusion
The promotion of the “Sunshine Project” for community-based drug rehabilitation and recovery will benefit both at present and in the future. To view and conduct the work, the correct macro policy design, capability of motivating all social forces, practical style, capability of performing policies, and the national strategic insight and historical view are needed.

The coordinative governance model involving the government, market, and society is also of great significance to the solving of other domestic social problems.
