"Sunshine Project": Fundamental Solution for Drug Rehabilitation and Innovation Measure for Social Governance (3)

The implementation of the "Sunshine Project" reflects the innovation thinking of the politics and law system in Guizhou

The achievements made in the "Sunshine Project" and relevant social governance benefit from that the leaders and cadres at all levels in Guizhou, especially cadres and the public in the politics and law system, have a strong sense of political responsibility and a sense of historical mission, free the ideology, dare to bear responsibilities and innovate, and are thoughtful.

The implementation of the "Sunshine Project" needs the investments in human, material, and financial resources, which have led to hot discussions. Some people believe that it is improper to exert efforts to provide job placement for drug rehabilitation as the employment of university graduates is still a problem. Relevant comrades in the politics and law system need to not only break such a thinking mode, but should also explain the issue for people with that thinking, clearly analyze the security consequences, burden to the public finance, and adverse effects to the society brought by the high relapse rate among compulsory drug rehabilitation personnel, as well as the costs and benefits of the "Sunshine Project," and answer relevant questions, so as to unify the thinking of relevant cadres to support the trial and implementation fo the "Sunshine Project." The new measure of eliminating minors’ lawbreaking and misdemeanor records has also attracted various kinds of discussions. Some people believe that the current law does not stipulate such a move is proper, and wonder whether it is proper. Relevant leaders from Guizhou Politics and Law Commission should explain patiently to and persuade relevant departments to support such a new measure, and they should at least regard the measure as a trial in a positive way. Facts have proven that the effects are sound, and other provinces have gradually started to learn from such a new measure. The experience in Weng’an, Guizhou has also been used as reference in the Law of the People's Republic of China on the Protection of Minors, and has promoted the education and protection for minors.

In general, to implement such a series of new measures, many difficulties have to be overcome. If the cadres at all levels in Guizhou, and the comrades in the politics and law system in particular had not got a sense of responsibility, a sense of mission, and the courage, insight, and boldness for reform and opening up, such measures as the “Sunshine Project” would not have been implemented in Guizhou, and sound social governance results would not have been achieved.
