Establishing “Sunshine Project” Innovation Rehabilitation Mechanism, and Building a Harmonious Society (2)

Starting from the implementation of the Anti-Drug Law, based on the actual situation of the province, and taking educating and managing drug abuse and rehabilitation personnel as the breakthrough for governing and handling drug prohibition and rehabilitation, Guizhou has actively explored new methods and mechanisms for the social management on drug control, and created a “Sunshine Project” mode, featuring physical detoxification, physical and mental recovery, job placement, and integration into the society, with job placement as the core and “sunshine enterprises” as the carrier, which enables the drug abuse and rehabilitation personnel to get jobs and things to do, to obtain assistance when they have difficulties, and to be able to receive treatment when they are ill. This move not only innovates the community-based drug rehabilitation mechanism, and plays an important role and is of great significance to promote drug control, maintain social stability, and build a harmonious society.

In terms of implementation situations and effects, the urban and country areas and “sunshine enterprises” that I have investigated have all achieved the expected goals to different extents. These areas and enterprises have different situations and scales, but shared some characteristics. The summary of the Qingzhen Drug Control Commission is representative. The city carefully implemented the Anti-Drug Law, and the requirements on the development of the “Sunshine Project” of the province, municipal Party committee and the government, enhanced the services for and management on drug rehabilitation personnel through the way of innovating social management, and implemented the “Sunshine Project,” which aims to promote the physical detoxification, physical and mental recovery, job placement, and integration into the society among the drug rehabilitation personnel, and is led by the Party committee and government, coordinated by the society, assisted by enterprises, and participated by the public. To guarantee the smooth implementation of the development of the “Sunshine Project,” the Municipal Party Committee and government of Qingzhen issued multiple relevant policies, and adopted a series of work measures, including the “six in-place measures” summarized by the city, namely, leaders, understanding, personnel, responsibility, funding, and services in place; the establishment of “five mechanisms,” namely, the aid and care mechanism, office mechanism integrating politics, law, and public security, seamless transition mechanism, monitoring and investigation mechanism, and awarding and punishment mechanism; and “six development items,” aiming to build the “Sunshine Project” into a happy and cheerful home for the employment, living, and recovery of special groups. A sound atmosphere, led by the Party Committee, taken charge by the government, managed comprehensively, and actively participated by all sectors of the society has been cultivated. These policies and measures stimulated the enthusiasm and creativity of all social sectors to participate in drug control and the “Sunshine Project” to the maximum, maximize factors conducive to harmony, and minimize those detrimental to it. Over the more than one year since the promotion of the “Sunshine Project,” the drug addicts in the different area were effectively controlled, the lawbreaking and criminal rate of drug addicts who had criminal records fell significantly, and the body, living habits, and social functions of drug rehabilitation and recovery personnel improved obviously. The drug abuse and rehabilitation personnel in the city actively participated in the “sunshine enterprises,” and embarked on the road of employment, self employment, and dependence of themselves. Many drug abuse personnel recovered physically and mentally in the drug rehabilitation and recovery process, and rekindled their life belief after their family and social functions were rebuilt: “becoming good sons and daughters of their parents, pillars of the families, and constructors of the society again.” A community recovery personnel surnamed He set up a small brick factory under the support and assistance of the Drug Control Office and the local government. After one year’s operation, the factory has not only achieved initial economic benefits, but also absorbed and provided jobs for three drug addicts. He said sincerely, “I am very thankful for the ‘sunshine’ from the Party and the government, which lets me feel the warmth of the big family of the society, and enables me to return to the society, retrieve confidence, and make today’s achievements. I am sure that I will created a world of myself on the path of life.” I think this is a heartfelt voice of a “newborn,” and represents the inner voice of many drug rehabilitation and recovery personnel benefiting from the sunshine enterprises.
