Zhao Kezhi

Zhao Kezhi (secretary of the Guizhou Provincial Committee of the CPC)

The government, departments, and industries should provide special policies for such "sunshine factories," in particular special enterprises and industries. In term of "four-in-one" assistance and eduction for drug addicts, the government, public security authorities, the society, and all other aspects should solve this problem together. Firstly, the provincial government should increase employment support to special groups, especially drug addicts; secondly, the government should start up businesses, buy some posts for special groups, especially drug addicts, increase the number of social public welfare posts, and help them to get jobs; thirdly, the public security authorities should introduce relevant policies, and the governments at all levels should enhance employment guidance and assistance to special groups, in particular drug addicts. (Excerpt from the speech delivered by Zhao Kezhi at the executive meeting of the provincial government on learning the spirits of the speech delivered by Meng Jianzhu when investigating Guizhou on June 19, 2011)

Caring and loving special groups is an important part of strengthening and innovating social management. The job placement bases in the "Sunshine Project" not only provide jobs for drug rehabilitation and recovery personnel, but also help them receive physiological and psychological treatment to enable them to better return to the society. The "Sunshine Project" has not only consolidated drug rehabilitation results, but also increased employment opportunities, promoting social harmony. This should be carefully summarized and popularized. (Excerpt from the speech delivered by Zhao Kezhi when investigating Huyang Clothing Factory, a job placement base of "Sunshine Project," in Nanming District, Guiyang, Guizhou Province on August 10, 2012)

Guizhou has done very well in establishing the "sunshine platform" to help drug addicts return to the society. It is of great significance, and the whole society should care about and support the establishment of the "sunshine platform." (Comment of Zhao Kezi on a manuscript of Xinhua New Agency on August 22, 2012)

It is necessary to build job placement bases or relocation sites of the "Sunshine Project" for community-based drug rehabilitation and recovery across the province, and give support to the "Sunshine Project" in terms of policies, funds and taxation. (Excerpt from the speech delivered by Zhao Kezhi at the "national community-based drug rehabilitation and recovery meeting" on November 30, 2011)
