The government, departments, and industries should provide special policies for such "sunshine factories," in particular special enterprises and industries. In term of "four-in-one" assistance and eduction for drug addicts, the government, public security authorities, the society, and all other aspects should solve this problem together. Firstly, the provincial government should increase employment support to special groups, especially drug addicts; secondly, the government should start up businesses, buy some posts for special groups, especially drug addicts, increase the number of social public welfare posts, and help them to get jobs; thirdly, the public security authorities should introduce relevant policies, and the governments at all levels should enhance employment guidance and assistance to special groups, in particular drug addicts.
