Guizhou Provincial Party Committee and provincial government have highly emphasized on strengthening and innovating social management on drug control. Since last year, relevant departments at all levels in the province have firmly established the concept of "people orientation." While enhancing education and management on community-based drug rehabilitation and recovery personnel, Guizhou firmly grasps such an optimal path as "job placement" to solve community-based drug rehabilitation and recovery problems, by carrying out the construction of the "four-in-one" Sunshine Project across the province and arranging a large number of community-based drug rehabilitation and recovery personnel. This has effectively reduced the relapse rate, improved the control rate, improved social security, solved the major problems such as difficulties in increasing the consolidation rate of drug rehabilitation and recovery personnel, providing job placement, and helping them integrating into the society, achieving sound social effects and gaining universal welcome from drug rehabilitation and recovery personnel and all sectors of the society. The experience is very valuable and worth learning by all parts of the country. Guizhou's economic and social development lags behind. What Guizhou has done can also be done by other provinces. The National Drug Control Commission should vigorously popularize the experience from Guizhou's promotion of the "Sunshine Project," to continuously improve the community-based drug rehabilitation and recovery work.
