Many drug rehabilitation personnel express that the “Sunshine Project” reflects the care and assistance of the Party and government to them, so they should cherish opportunities, and work hard to rebuild a sunshine life. The promotion of the “Sunshine Project” in Guizhou has also attracted wide attention from all sectors of the society. Multiple central news media including Xinhua News Agency, People’s Daily, and CCTV covered the “Sunshine Project,” and more than 20 provinces, cities, and districts visited Guizhou to investigate the development of the “Sunshine Project.”

(5) Conclusion and suggestions. Guizhou’s “Sunshine Project” for community-based drug rehabilitation and recovery is a new mode for community-based drug rehabilitation and recovery, featuring physical detoxification, physical and mental recovery, job placement, and integration into the society, under the guidance of the Guizhou government and with job placement as the core. The new mode aims to eliminate the society’s discrimination against drug rehabilitation and recovery personnel through institutionalization, to help them retrieve confidence and self esteem through re-employment, and return to the society. Compared with other community-based drug rehabilitation modes, its uniqueness lies in that it is a new mode for community-based drug rehabilitation and recovery with the cooperation of government and market as the core and with proper participation of the society. Under the guidance of the government, the market mechanism and other social resources that can be used are introduced, to include the government, market, and society into a complete set of governance framework, and make it a system project with mutual coordination, supervision, and benefits.

To further enhance the promotion of the “Sunshine Project” in Guizhou, the following suggestions can be used for reference:

Firstly, continue to strengthen the publicity of the “Sunshine Project,” and in particular let the general public learn about the construction concept and working characteristics of the “Sunshine Project” to change their traditional attitude towards drug rehabilitation and recovery personnel, and further eliminate system and cultural discrimination. Moreover, efforts should be made to further innovate promotion methods, to promote through multiple social media channels including Weibo and online forums and from multiple perspectives, and create the brand effect for the “Sunshine Project.”

Secondly, under the current management system, drug rehabilitation and recovery personnel should be divided into different classes for management. Conduct differentiated management on people who has a long period of drug abuse and a relapse history, and those who abuses drugs for the first time and have a short period of drug abuse, and provide them with specific assistance at collective placement sites and dispersed placement sites respectively. The funds should be used for psychological guidance, skill training, and prevention against cross infection. Moreover, specific physical recovery plans should be formulated, to promote drug rehabilitation and recovery personnel to enhance body exercises and improve physical fitness in the free time.
