In building policy system for the “Sunshine Project,” the provincial government formulated and issued a series of policy opinions, set up specific rules in terms of funding guarantee, adanon treatment, taxation polices, and social guarantee, and provided special preferential policies for the development of the “Sunshine Project.” In terms of funding guarantee, the government requires the governments at all levels to include the funding for the development of the “Sunshine Project” into the financial budgets at all levels. The provincial financial authorities grant RMB150,000 and RMB300,000 of early-phase subsidies to the “sunshine enterprises” providing jobs for more than 50 and 100 drug addicts respectively, and local financial authorities should also prepare the funding of the same amount. Currently, the provincial financial authorities have planned the funding for the development promotion of the “Sunshine Project” ahead till 2014, totaling RMB20.25 million. In terms of medicine treatment, the provincial financial authorities requires to include the adanon maintenance treatment expenses into the financial budgets at all levels, and provide free treatment services for drug rehabilitation and recovery personnel. In terms of tax policies, the government stipulates to provide relevant tax preferential policies or exempt respectively for the enterprises, individual businesses, private enterprises, and the self-employed drug rehabilitation and recovery personnel. In terms of social security, the government stipulates to provide the community-based drug rehabilitation and recovery personnel who lose ability to work or cannot work due to various reasons and meet relevant requirements with subsistence allowances for both urban and rural residents and and urban and rural basic medical insurance; the drug rehabilitation and recovery personnel meeting the requirements of assistance and guarantee for the disabled with the assistance and guarantee for the disabled. The preferential policies issued by the provincial government have actually covered all drug rehabilitation and recovery personnel. All cities (prefectures) and key counties have included the funding for the development of the “Sunshine Project” into financial budget, and formulated and issued guarantee policies. For example, Dujun has included the expenses for meals of the drug rehabilitation and recovery personnel in “sunshine enterprises” into financial budget, and paid by the government in full. Salary subsidies will be provided for the employees with weak labor skills, to ensure drug rehabilitation and recovery personnel have stable economic incomes and enable them to work in enterprises in peace.

In motivating entrepreneurs to participate in the promotion of the “Sunshine Project,” all localities, based on the principle of government initiative and enterprise leadership, widely promote, motivate, encourage, and advocate the entrepreneurs with the sense of social responsibility and loving care to participate in the development of the “Sunshine Project.” Initiated by local governments to actively contact enterprises, and through the ways such as holding symposiums for entrepreneurs in the “Sunshine Project,” the governments help the entrepreneurs learn about the construction concept and specific implementation programs of the “Sunshine Project,” and promise to the entrepreneurs to provide land, build premises, grant financial rewards and low-interest loans, and provide management assistance for them, to invite entrepreneurs to participate in the development of the “Sunshine Project.” Zhang Tao, leader of Yunyan District Sunshine Electronics Factory, Jiang Shaoying, head of Dujun Sunshine Product Processing Factory, Liu Bo, chairman of the Board of Wudang District Tianyuhenghui Sunshine Packaging Co,. Ltd., and others took the initiative to build “sunshine factories,” providing jobs for more than 700 drug rehabilitation and recovery personnel successively. Under their initiative, a total of 94 enterprises have participated in the development of the “Sunshine Project” in Guizhou.
