Thirdly, in the follow-up development of the “Sunshine Project,” efforts should be made to continuously increase investment in various kinds of administrative personnel, including community policemen, drug control staff, medical staff, and psychological consultants, implement unified registration, and determine reasonable salary standards. Meanwhile, series of trainings should be organized to improve the professionalism of drug control staff, psychological consultants, and community volunteers.

Fourthly, devote to improve the diversified governance structure of the “Sunshine Project,” and attract more entrepreneurs (including those from various state-owned enterprises) and the public for participation. For example, establish the special “Sunshine Project” foundation within the system of the “Sunshine Project,” call on all people with love to donate money and provide assistance, and realize transparent management on funds.

Fifthly, a set of complete evaluation system for the “Sunshine Project” should be built, to comprehensively access the mode, investigate the effects of community-based drug rehabilitation and recovery work more systematically, and detect out shortages and correct relevant policies and governance measures in a timely manner.
