Thirdly, the governance structure transforms from pyramid structure to network structure. According to public governance theories, the public governance no longer has a pyramid structure totally controlled by the single government, but a network structure with interaction by diversified main bodies. In public governance, diversified main bodies are different in terms of own interests, behavior manners, goals, and operation modes: authoritative mode refers to providing public services by the government as the main body through power operation mode, and the goal is to meet public needs; business mode refers to providing public services by private profit-making organizations as the main body through market trade mode, and the goal is to make profits; volunteer mode refers to providing public services by profit-making organizations, nonprofit organizations or citizens as main body, through the charity mode, and the goal is to meet social needs. Due to differences in many aspects, the diversified main bodies have more advantages in dealing with public issues, so they have certain competitiveness in providing public products and services, but they are also mutually dependent. Such mutual dependence make the three modes interact with each other, to create a new equal partnership between the government, market, and society, and finally form a social governance network based on trust, cooperation, and mutual benefits. In the “Sunshine Project” mode, the government, market, and society are better unified and integrated to form a certain equal and mutually beneficial partnership. In this regard, the government need to maintain its leading and dominant role in the development of the “Sunshine Project,” and collectively plan community-based drug rehabilitation affairs, including innovating policies, formulating laws, and consulting with “sunshine enterprises,” to provide more suitable employment environment for community-based frug rehabilitation and recovery personnel. While enjoying the government’s preferential policies, “sunshine enterprises” should take consideration their labor productivity, the competitiveness of their products in the market, and profits. For this reason, they need to strengthen the daily management and skill training on community-based drug rehabilitation and recovery personnel, and improve their operation state. Social organizations should strive to provide better recovery treatment and services and psychological counseling, and enrich daily cultural life for community-based drug rehabilitation and recovery personnel. Although the government, market, and society have not completely consistent goals, they all can help promote community-based drug rehabilitation and recovery personnel to get rid of drugs physically and mentally, and return to the society.

Fourthly, the governance content transforms form simply providing public services to supplying public products and innovating systems. To meet the diversified public governance goals, adjust different interests of main bodies and promote them to adopt joint efforts, simply providing public products or services is no longer the unique content of the public governance. In the governance process, the original system should be adjusted, to make it more suitable for carrying out diversified governance through a series of legislation and policy innovations.
