Study on Guizhou’s Community-based Drug Rehabilitation and Recovery Model from the Perspective of Public Governance (10)

Guizhou’s “Sunshine Project” not only provides services such as labor employment, skill training, and psychological treatment for drug rehabilitation and recovery, but also changes the living status of community-based drug rehabilitation and recovery personnel through systems, and reduces the society’s system discrimination against drug addicts. The society’s discrimination against special groups such as drug addicts and AIDS patients mainly includes system discrimination and cultural discrimination. Although the promotion of the “Sunshine Project” cannot eliminate the society’s social and cultural discrimination against drug addicts in the short run, but will significantly reduce the society’s system discrimination against them. For example, providing jobs for community-based drug rehabilitation and recovery personnel guarantees the employment rights of such a group, and reduce the society’s employment discrimination against them. For another example, in the “Sunshine Project,” low-income groups meeting relevant requirements among the drug rehabilitation and recovery personnel are included into the group receiving subsistence allowance, and community-based drug rehabilitation and recovery personnel facing living difficulties due to diseases or disasters are provided with proper economic relief. This policy ensures that such a group can enjoy social welfare guarantee like normal people.

3. Analysis on general effects of the implementation of the “Sunshine Project”

Though promoting the “Sunshine Project” and carrying out job placement measures, Guizhou has achieved initial active effects in consolidating rehabilitation results, reducing illegal behaviors and crimes, and promoting security and stability.

(1) The relapse rate has been reduced. By late March, 2012, the number of non-lapse personnel within three years reached 33,000 in Guizhou, an increase of 2,065 compared with that in late 2011, indicating a non-relapse rate of 33.5%. Currently, the relapse rate among the drug rehabilitation and recovery personnel working in “sunshine enterprises” in Guizhou is less than 2%. For example, the number of non-lapse personnel within 3 years increased from 461 in 2011 to 584 in April 2012, and among the 159 drug rehabilitation and recovery personnel working in “sunshine enterprises,” only 2 relapsed.

(2) The management and control rate has been improved. By late March 2012, Guizhou had managed and controlled 97,920 drug addicts, and 65,137 were included in the management and control measures. There are 3,498 community-based drug rehabilitation personnel, with an implementation rate of 26.9%.

(3) Social security has been improved. For example, after the promotion of the “Sunshine Project” in Yunyan District, Guiyang, the proportion of drug-related criminal cases has fallen significantly. The proportion fell by 42.3% year on year in the first quarter of 2011, 2.2% in the second quarter, 3.7% in the third quarter, and 3.5% in the fourth quarter. Meanwhile, the security rate of the general public increased by 7%.
