Adhering to People Orientation and Scientific Rehabilitation to Continuously Improve Community-based Drug Rehabilitation and Recovery

On the occasion that the "Social Management Innovation•Guizhou Sunshine Project" series books are to be published, I am very glad to write a preface to the books.

Drugs, AIDS, and terrorism are the big three hazards to the human society. Currently, the problems of global drug proliferation, continuous drug manufacture and trafficking despite repeated prohibitions, and the daily increasing number of drug addicts pose graves threats to the survival and development of human beings. Affected by the drug overflow across the world, in particular in the surrounding drug sources like the "Golden Triangle" and "Golden Crescent," the drug situation in China is not optimistic. China has turned from a victim of transit drug trade into a victim of both drug transit and consumption. Drug taking by a large number of drug addicts not only causes serious damages to people's physical and mental health, but also easily triggers other illegal criminal activities to affect social stability. To fundamentally prohibit drugs, it is essential to firmly grasp the key link of drug prohibition and rehabilitation, help drug addicts stay away from drug temptation and completely overcome drug addiction, maximize the reduction of drug harm, save drug addicts, and reduce drug consumption and demand from the source to shrink drug market.
