We should create all possible favorable conditions in earnest for them to return to the society, get employed and start up businesses, receive the society’s respect, and retrieve personal dignity. Bijie specially set up an entrepreneurs’ association for the “Sunshine Project,” to guide social forces to participate in and support the development of the project. Apart from offering subsidies, the government also helps coordinate loans and carries out a 3-year tax exemption policy. Meanwhile, a mode of “1+1” is also implemented in “sunshine enterprises,” meaning a “sunshine enterprise” provides jobs for a drug rehabilitation and recovery person, as well as relatives, so as to inspire and guide drug rehabilitation and recovery personnel to return to the society through family love.

Since the promotion of the development of the “Sunshine Project,” the main leaders of the municipal Party Committee and government have determined the thinking, made decisions, and highlighted supervision. The leaders in charge of specific areas have prioritized specific work, and often discussed and solved the specific problems and difficulties in the project development. Through handling office businesses on the spot, the main leaders and the leaders in charge of specific areas made decisions on the project expansion, site selection, and land acquisition of Tongling Liangjie Washing Co., Ltd. To deal with the drug control staffing and funding, the municipal Party Committee and government clearly stipulate that drug control offices at the county level or higher represent a second-level institution, not lower than the same-level government department, and that each county must send no less than 5 staff from government affiliated institutions to the drug control office; based on the standard of no less than RMB 1 per capital of the total population of the district or county, the drug control funding should be included into the financial budget.
