Doing a good job in the development of the “Sunshine Project” is a specific action for creatively implementing the Scientific Outlook on Development and promoting social harmony.

Through the promotion of the “Sunshine Project,” with job placement as the core, Liupanshui currently has provided jobs for 1,641 people. This year, Liupanshui will build 15 more “Sunshine Project” enterprises, and adopt the combination of collective and dispersed job placement. The municipal government will also offer preferential policies in loans with discounted interest for enterprises providing jobs for such a special group, and increase support through the way of substituting subsidies with rewards, to promote enterprises to provide jobs for more drug rehabilitation and recovery personnel.

Practices have proven that promoting the “Sunshine Project” is an effective measure to solve the three major problems in the community-based drug rehabilitation and recovery work, namely, high relapse rate, low rate of consolidation and rehabilitation, and difficulty in management and control. While achieving results, we should also deeply realize that promoting the “Sunshine Project” is a long-term task, and needs continuous improvement and further promotion.
