Promoting the innovation of social management on drug control with harmonious concepts is the fundamental pursuit of the “Sunshine Project.” Without harmonious drug rehabilitation, there will be no social harmony. Drug rehabilitation and control should be integrated into social harmony. Efforts should be made to maximize factors conducive to harmony and minimize those detrimental to it, and lower the drug addicts’ antagonism against and harms to the society to the minimum.

The promotion of the “Sunshine Project” is not accomplished in an action. Some problems emerged when it was promoted at the beginning. Some people did not fully understand the issue. They doubted why it was necessary to think for such a special group while it was not easy for university students to find a job, so they really did not understand it. However, special policies and care should be given to them just because they are a special group. In the end, through the efforts of multiple parties, the drug control offices at all levels in Guizhou obtained the understanding and support of relevant departments and the public in promoting the “Sunshine Project.” This is indeed a process of understanding. The difficulty in promoting the “Sunshine Project” mainly focuses on understanding. As long as people enhance their understanding, the work will be carried out smoothly.
