Deng Xiaoping once pointed out that since the opening up, some overseas decayed things had followed to come into China. In some domestic places, some bad phenomena emerged, such as drug abuse, prostitution, and economic crimes. The government should be steadfast with regard to cracking down on such problems, must firmly combat and eliminate them without letting them develop. Since the reform and opening up, Guizhou has also been affected by the international drug proliferation and domestic drug abuse. In particular, its special geographic location has sped up the resurgence of drug problem, and Guizhou has again become a province suffering a lot from drugs. There are mainly the following situations:
(1) Severe drug transit and transfer. Guizhou borders on Yunnan, which adjoins the “Golden Triangle,” the main global drug production base, and therefore is one of the main passages for the drugs from the “Golden Triangle” to enter domestic China (or even other countries). In the drug-related cases uncovered in Guizhou since 2006, about 90% of the traditional drugs have been from the “Golden Triangle.” In the cases involving 1 kg of drugs or more that Guizhou has investigated and uncovered, 72.6% of the drugs were transported to Henan, Zhejiang, Hunan, Guangdong, Sichuan, and other places through Guizhou.
