2. Drugs consume plenty of social wealth. According to the data from the 2012 World Drug Report, the total costs for treating drug addicts in the world every year reach about USD200 to 250 billion, accounting for nearly 0.4% of the global GDP. Based on the international statistical practices and the estimation of the total number of social drug addicts registered in Guizhou in late 2011, about RMB1.7 billion is consumed due to drug abuse in Guizhou every year. In addition to investments in drug control and costs for treating drug rehabilitation personnel, Guizhou has to invest and consume about RMB1.9 billion every year. (Calculated based on the international statistics practices: each drug addicts abuses 0.3g of drugs per day, and consumes an average of RMB54,750 each year based on RMB500 per gram.)

3. Drug abuse highly harms family happiness. Because of drug abuse, relatives are too sad and die young, couples divorce, and families break up. Children are neglected, drop out of school at a very early age, and live aimlessly in society to become “problem teenagers.” It can be said that a family member abusing drugs may make the whole family suffer.

4. Drug abuse speeds up the spreading of AIDS and other diseases. According to the data from the 2012 World Drug Report, about 20% of HIV infectors were injection drug users. There were about 13,782 HIV infectors in Guizhou (by the end of June 2012), among which 2,440 were AIDS patients and 3,046 people died. Among the 13,782 HIV infectors, 4,532 were injection drug users (accounting for about 2.55% of the country’s total), and accounted for about 32.8% of the total HIV infectors in Guizhou.
