Furthermore, the program has become a money-making tool in many places. More than 30,000 students in Fenghuang county are covered by the healthy lunch program for about 200 days each year. If a "shrunk" healthy lunch could produce profit of 1 yuan every time, the total annual profits would reach 6 million yuan. This is the main reason causing the healthy lunch to "shrink" in many places.

Not all of the handsome profits go into the pockets of lunch suppliers. Certain local educational authorities and schools are also beneficiaries. According to the National Audit Office, local educational authorities have long been used to misappropriating special funds. It is absolutely necessary to maintain adequate vigilance facing more than 16 billion yuan of off-budget healthy lunch subsidies. There have been reports of schools conspiring with healthy lunch suppliers to make profits.
