What’s behind pupils' bread and milk lunch? (2)

Fenghuang educational authorities replied that they chose milk and bread as healthy lunch according to government procurement provisions. At present, Xiao, a third-year college student, and several local teachers are pushing for construction of a canteen in the primary school, and have developed specific plans for providing students with hot lunch. The local education bureau has also agreed to let them make lunch for the students.

The healthy lunch program has been implemented in China's rural areas for more than a year, and the central and local governments supposedly spend nearly 30 billion yuan on the program each year. However, there have been frequent reports of issues concerning implementation of the program.

First, the healthy lunch is often not healthy enough. According to the Ministry of Education, the healthy lunch should mainly consist of meat, eggs, and milk. However, the"shrunk" healthy lunch like that in Fenghuang county is not uncommon.
