People's Daily Online: What will Pu'er City emphasize in terms of leading its coordinative development by constructing itself National Green Economy Pilot Demonstration Zone? And what are the values?

Wei Xing: "Pilot" is a process and "demonstration" is the result. Only when the pilot process has reference value can it play a demonstrative role, which can be understood in four aspects as below:

Firstly, a new model of protecting bio-diversity and constructing an eco-security defense should be explored. Pu'er City has a complete ecological life system with rich bio-diversity, and is a core area to protect bio-diversity and construct an eco-security defense in southwestern China area. In Pu'er City's construction of National Green Economy Pilot Demonstration Zone, eco-construction and environmental protection are indispensable part.

Secondly, a new path for eco-civilization construction and green low-carbon cyclic development should be explored. As an underdeveloped area with sound ecology in southwestern China, resource development and industrial development in Pu'er City are still in an initial stage. According to the national requirements on strengthening eco-civilization construction, it will become a National Green Economy Pilot Demonstration Zone which will concentrate on green agriculture, industry and services, accelerate green low-carbon economic development and achieve green development with the least resource consumption and environmental expense, so as to find a civilized development path with rapid production, well-off life, and sound ecology.

Thirdly, a new method of promoting ethnic unity and progress and consolidating prosperity and stability in frontier areas should be found. In Pu'er City, there are still 500,000 people of various minorities living in poverty. By way of green development, Pu'er City will construct eco- civilization, promote common prosperity among all minorities and fundamentally accelerate to get rid of poverty and become better off.

Fourth, a new window of improving the level of opening up in frontier areas and demonstrating the image of China should be built. Pu'er City is one of the two Chinese cities whose boundary connects three countries, National Green Economy Pilot Demonstration Zone in Pu'er City will help enhance the level of opening up in frontier areas and fully demonstrate a good image of economic development, social stability and harmony between human and nature.

People's Daily Online: How can the blueprint be fully implemented in the Demonstration Zone? How will Pu'er City make itself an experiment field and pioneer for the national green development?

Wei Xing: Marked by the time when the Development Planning of Pu'er City to Construct a National Green Economy Pilot Demonstration Zone was approved by National Development and Reform Commission in March 2014, National Green Economy Pilot Demonstration Zone entered the stage of full implementation.

To plan a whole city as National Green Economy Pilot Demonstration Zone has been the first in China, Central Government and Yunnan Province has attached high importance to it, all social sectors of China pay high attention to it and all people in Pu'er City are filled with anticipation. In the next step, Pu'er City will fully implement the planning, follow up and enact the supportive policies from Central Government and Yunnan Province, and emphasize the work from five aspects: laying a foundation, enhancing industries, expanding opening up, attracting foreign investment and ensuring stability.

By constructing National Green Economy Pilot Demonstration Zone, Pu'er City will make great efforts to implement green production, conduct green transformation of stock economy and structure an incremental economy, accelerate the green industrial system which conforms to eco-civilization requirements; it will actively advocate a green lifestyle, enhance the economical and environmental protection awareness in all walks of life, and encourage green consumption, transport and life, so as to form strong joint forces for green development and become an experiment and pioneer for the national green development.
