According to Pu'er Daily, the Organizing Committee of the 2nd Cross-strait Tea Culture Summit Forum (the Tea Culture Forum) and the 14th China Pu'er Tea Festival held a second meeting over preparations for the two events on April 17, 2015, with a view to summing up the works of the previous stage of preparation, analyzing the difficulties and problems, and setting forth requirements for the next stage. The meeting stressed that it was imperative to do all the preparatory work well and try to build the two events into a grand, high-end yet economical gathering.

Executive Vice Mayor of Pu'er Zhang Shanqiang pointed out that to ensure the two events to be successfully held, every division tasked with making preparations should meet the following four requirements: 1) they should "accurately" orient all activities planned for the forum or festival centering on the themes; 2) they should act "quickly" to strengthen the communication between any two parties concerned, guarantee seamless connection, reach a consensus quickly, and arrange all work properly as soon as possible; 3) they should "finely" divide the tasks and clearly define responsibilities so that all preparatory work can be done orderly and steadily as planned; and 4) they should keep "strict" discipline so that each division will perform its own functions, build and perfect its supervision system, and tighten its fund approval process, with the aim of ensuring that any fund earmarked for a particular purpose will be only used for that purpose and that full use can be made of all funds at the largest extent.
