How can reoccurrence of school tragedies be prevented?

Twenty children and eight adults were killed in a school shooting incident in the United States, while 22 children from a primary school in Guangshan county, Henan province were injured by a patient with epilepsy.

Both of the two incidents were antisocial injuries caused by extreme psychology. According to media reports, the maker of the U.S. tragedy was troubled by personality disorder while the perpetrator of violence in Henan suffered from epilepsies for 20 years, showing violent tendencies.
