Wen Jiabao, premier of the State Council of the People's Republic of China (PRC), delivered the report on the work of the government on behalf of the State Council at the First Session of the 12th National People's Congress (NPC) on March 5, 2013. When speaking of the proposals for this year's work of the government, he stressed that "we will accelerate the modernization of national defense and the armed forces, build consolidated national defense and powerful armed forces, resolutely safeguard China's sovereignty, security and territorial integrity, and ensure peaceful development of the country".
When reviewing the work of the government in the past five years, Wen Jiabao said that we have created a new situation in building up national defense and the armed forces. We have made significant achievements in the revolution in military affairs with Chinese characteristics, coordinated the efforts to make the armed forces more revolutionary, modernized and regularized in all respects, constantly deepened military struggle preparation, significantly enhanced the capability to perform historical missions at the new stage in the new century, and accomplished a series of urgent, difficult, dangerous and important tasks.
"The 50 words and 6 punctuation marks carry responsibilities that are as heavy as the Mout Tanshan!" said Jiang Yuanchao, PLA deputy to the NPC and political commissar of the Shijiazhuang Army Command College of the PLA. "In the panel discussion on the report of government work, we all agree that powerful armed forces should be built up with solid work. We must hold high the banner, follow the Party's command, make determined efforts closely centering on the goal of being capable of fighting and winning battles, and live up to the great trust and high expectations of the Party and the people!"
