Today, the "GS1 and China ECR Joint Board Meeting" is held in Shanghai to mark the 40th anniversary of the founding of the GS1 Management Board. The Bright Food (Group) Co., Ltd. is much honored to be the Corporate Vice Chairman of the GS1 Management Board and one of the hosts of this meeting. I believe that this event will be critical to the effort of the Bright Food (Group) Co., Ltd. in further application and promotion of the GS1 Global Identification System.
The Bright Food (Group) Co., Ltd. is a large comprehensive food industry group with a complete industrial chain that covers modern agriculture, food processing and food distribution. Over the years, we have applied the GS1 global standard identification system and other international standards and have made progress in whole industrial chain management, "from farm (ranch) to table" whole-process traceability management, and the promotion of prestigious brands of China. All these moves have given strong impetus to the development of the Group. In 2012 the Group registered operating incomes of RMB139.3 billion, ranked No. 95 among China’s Top 500 Companies in 2013, No. 34 among China's Top 500 Manufacturing Companies, No. 37 among China’s 100 largest multinationals.
As early as 1992, the Shanghai First Food Store on Nanjing Road East, a subsidiary company of the Bright Food (Group) Co., Ltd., began to apply the GS1 barcode identification system, making it the first pilot enterprise in China to implement the GS1 barcode identification system. In the past twenty years, we have been actively responding to the initiative of the country to carry out the “barcode implementation project", and so far we have fully realized barcode management of all the products. In particular, since 18 May 2011 when I was elected Vice Chairman of the GS1 Global Management Board in the capacity of Chairman of the Bright Food (Group) Co., Ltd., we have sped up the systematic application and promotion of the GS1 Global Identification System with the guidance and support of the China Commodity Coding Center.
Over the past two years, we have taken measures on the following six aspects: First, we have timely developed the "Work Plan on the Promotion of the Application of the GS1 Standard by the Bright Food (Group) Co., Ltd.”, a document that has set the agenda of the promotion of the application in the 2013-2015 periods. Second, jointly with the China Commodity Coding Center Shanghai Branch and the Shanghai Candy Products Association and other industry associations, we have launched the "GS1 Global Identification System - the basis for enterprise information management" and "The Application of Barcode Identification System in Food Safety Traceability", two training programs that targeted professionals outside the Bright Food Group. Third, in the face of multiple leaders of quality traceability systems and incompatibility of the traceability systems, we have drafted “A Proposal to Strengthening Food Quality and Safety Traceability Management”, a document based on the GS-1 Global Coding System. We have formally submitted it to the CPPCC as a proposal of 2012. Fourth, we have actively participated in the “demonstration project of the application of quality and safety traceability of essential food”, a project initiated by the China Commodity Coding Center. Five, we have involved the Jinfeng Wine, Bright Dairy and other key food companies to explore GS1 standard-based code-endowment technology and supply chain management application. Six, we have been an active member of the China ECR Board and have participated in the Chinese ECR Conference and other events; we have made further communications with well-known retailers, suppliers, technical support companies, consultants, relevant government agencies to jointly promote the application of GS1 standards.
So far we have achieved progress in terms of the application of the GS1 Global Identification System and other international standards, as well as the promotion of food safety traceability management, strengthening commodity and supply chain management: First, basing on the whole process traceability concept of "from farm (ranch) to table", we have established the “Bright Food (Group) Co., Ltd. quality and safety traceability and supervision platform", the infrastructure that can realize traceability management and the supervision of branded rice, pork, vegetables and other edible agricultural products. We also provide consumers with information service online, on the phone, and SMS, and connect the traceability system with that of the Ministry of Agriculture to share information. Second, basing on the concept of supplier responsibility traceability, the Group has involved production and sales enterprises of pork, beef, mutton, vegetables, rice, and seafood in the demonstration project of the traceability systems of meat and vegetable circulation and that of grain and aquatic products circulation launched by the Ministry of Commerce and the municipality of Shanghai. By the end of 2013, the number of retail outlets named traceability system demonstration outlets will reach a total of 274. Third, to meet the strategic needs of improving a local multinational enterprise and building a global supply chain, we have chosen the Bright Diary, Jinfeng Wine and other key food companies to explore GS1 standard-based code-endowment technology and supply chain management application. By the end of 2013, ten school milk production lines and two wine production lines have been set up; they have implemented the GS1 code-endowment traceability and supply chain management solutions, which can realize full traceability management through the connection of codes of single bottles (boxes), cartons and stacks.
The practice of the applications of the Bright Food (Group) Co., Ltd. in food safety traceability and supply chain management has demonstrated that: the implementation of the GS1 Global Identification System can bring synergy on at least three aspects: First, the GS1 Global Identification System can not only help companies realize full-process, nationwide or even worldwide supply chain management and food safety traceability, but also justify consumers’ rights to know about the products and to make choices, and to meet the basic requirements on food safety tracking and traceability as a condition of international market access. It can also be an important technical means that helps government supervise food safety and help Chinese enterprises participate in international competition. Second, the GS1 Global Identification System can facilitate information exchange in international and domestic trade. The collection, management, and transmission of data can be realized through automotive and information technologies. Particularly, the universal identification of the supply chain of commodities can realize information sharing of different links, and thus meet the management requirements on product production, inventory, sales, distribution, anti-forgery, misplacement, recalls and others, ultimately improving the efficiency of logistics management and emergency response. Third, it can avoid the problems due from information "island", i.e., avoid the waste of time and resources due from incompatibility and reduce system operation cost. This is also significant to the government’s construction of food safety supervision platform and the internal management system of group enterprises.
In summary, it is required by the new era and the new situation to implement food safety traceability and supply chain management that covers production, inspection, sales, consumption, and supervision, as this is the only way to scale new heights in global food security and supply chain management. It is also an inevitable move and an essential project to promote the development of China's food industry and to improve food security. It is a project in the public interest, related to the social welfare and a project of responsibility. The Bright Food (Group) Co., Ltd. will see the project as a national strategy, and reach the goal of being a guardian of the safety of grain and food of Shanghai, and being a demonstration zone that will lead and serve the agricultural sector across the country. We will actively support the moves of the government in unifying and standardizing coding and labeling of food, standardizing information traceability in food production and circulation, and the construction of the platform of quality safety information center for essential categories of food. Therefore, we will promote the application of technologies of automatic identification and transport, so as to further improve the traceability management and supply chains of dairy, rice wine, rice, pigs, vegetables, edible fungi, and aquatic products. These moves are meant to provide safe, nutritious, healthy and delicious food to customers, to provide high quality services to the society and to improve the lives of the people.
