Pagao (扒糕)
Pagao (buckwheat cake), is made from buckwheat flour and elm root flour, which are mixed together in a small bowl and steamed. It is cooled on ice in summer, but fried with hot oil in winter. They are sold with sauces made of soy bean sauce, sesame paste, vinegar, garlic juice, mustard, chilli oil and turnip slices.
