China solicits public opinion to tackle plastic pollution

Chinese authorities have established an online suggestion box to solicit public opinion regarding plastic pollution management, as the effects of the country’s decade-long ban on free plastic bags has been waning thin in recent years.

The online suggestion box, which was created by China’s National Development and Reform Commission (NDRC) and posted on its official website, will collect public opinion from Jan. 5 to Jan. 31. Netizens are invited to make suggestions on how to efficiently ban or limit the use of plastic products, as well as on the establishment of new regulations of plastic pollution management.

China issued its first national ban on free plastic bags in 2007. The ban prevents supermarkets and shops from handing out free plastic bags to customers in an effort to reduce energy consumption and protect the environment. It also prohibits the production and sale of bags thinner than 0.025 mm.

The measure has, to some extent, reduced plastic pollution in China. According to People’s Daily, 700,000 tons of shopping plastic bags were used in 2015, compared to a million in 2007. Less than 800,000 tons of shopping plastic bags was used per annum in the intervening years.

But the use of plastic bags has skyrocketed in recent years following the emergence of China’s delivery and take-out food industry, putting public focus on the efficiency of the free plastic ban. According to People’s Daily, China’s delivery industry consumed over 14.7 billion plastic bags in 2017, while plastic food container and package have also been used excessively.

He Lifeng, director of NDRC, told media in November 2017 that the government will conduct further research into plastic pollution management and make new policies to limit the use of non-degradable plastic packaging among newly emerging industries, including e-commerce and take-out food and delivery.
