Court in Henan toughens restrictions on defaulters

A local court in Henan has designed an awkward ringback tone for people who default on their court orders in an effort to pressure them to pay up.

Instead of hearing a traditional telephone ring signal, people who call defaulters will hear a specially-designed siren ringback tone. Callers will also be notified that the person is a defaulter and that they should not engage in any business dealings.

“Please urge the person you are calling to fulfill his or her legal responsibility. We strongly recommend you avoid dealing with the defaulter to prevent losses,” said the ringtone.

“The ringback tone was jointly designed by the court and local cyber authorities. By sharing the defaulters’ personal information, we hope to force them to fulfill the court’s verdict,” Chen Pengfei, vice political commissar of the Erqi District Court in Zhengzhou, Henan province, told the Henan Business Newspaper.

According to Chen, three hours after the ringback tone was launched, a defaulter called the local court to pay back his debt because the tone had impacted his business and reputation.

Chinese authorities have launched a series of countermeasures to tackle the problem of defaulters. According to Xinhua News Agency, 6.15 million people who defaulted in China have been restricted from purchasing plane tickets, and 2.22 million are barred from traveling by high-speed train, which is usually more expensive.
