China to raise annual budget per capita for R&D personnel to 500,000 RMB

China's annual budget per capita for those working in research and development will increase to 500,000 RMB by 2020, according to a recent plan by the country's Ministry of Science and Technology. The plan details the development scheme for scientific talent over the next four years.

The average spending per R&D worker in 2014 was 370,000 RMB. The ministry's decision to raise that amount will help to narrow the gap between China and developed countries.

According to the plan, China has already made remarkable achievements in the development of scientific talents. The country now ranks the first in the world for this accomplishment, with more than 71 million people working in science and 5.35 million in R&D. More than 1.1 million overseas Chinese talents returned to China to work between 2011 and 2015, three times the figure 30 years ago.

By 2020, China will have established a pool of qualified and energetic science and technology workers. The development of these scientific talents in key areas will allow China to become a country of innovation and prosperity.
